Choose the licence activity
The activity printed on your licence decides your price, your approvals and what banks and immigration think you do. It is the cheapest thing to get right now and the most expensive to change later.
What you need
- The exact activity name from the authority's own catalogue, not a description of your business
- A shortlist of related lines, since one licence usually carries several
- An honest read of whether you sell services, trade goods, or both
What breaks it
- Picking a training or education-labelled line when you mean consultancy, which pulls in an education regulator
- A third-party approval attached to the activity, which must clear before the licence issues
- Activities restricted to warehouse, land or retail premises that a desk package cannot carry

Pick the jurisdiction
Free zone or mainland is a commercial decision, not a technical one. It follows from where your customers are and whether you need registered premises.
What you need
- A clear answer on whether you will invoice UAE mainland clients directly
- A view on whether the emirate on the licence affects how you are seen
- The number of residence visas you need in the first year, since packages are priced by visa count
What breaks it
- Choosing on headline package price alone, before checking the activity is available in that zone
- Assuming a free-zone licence lets you sell freely into the mainland market
- Discovering the zone needs premises your budget did not allow for

File the application
Name reservation, shareholder documents and initial approval. Any regulator clearance attached to your activity is obtained during this stage, not after.
What you need
- Passport copies and photographs for every shareholder and the manager
- Two or three distinct company name options that meet naming rules
- Corporate documents, attested where a company is the shareholder
- Regulator paperwork where the activity carries a prior approval
What breaks it
- A name that clashes or breaks naming rules, which resets the step
- Corporate documents that are unattested or out of date
- A prior-approval regulator running on its own timetable rather than yours

- 04
Licence issuance
The authority issues the trade licence and the company documents. Published issuance times assume every document is already complete and paid for.
What you need
- All application documents signed and fees paid
- The facility or desk package selected, since the licence names it
- Any prior approval already in hand
What breaks it
- A missing signature or payment, which pauses the clock the authority quotes
- A late change to activities or shareholding, which restarts approval

Establishment card and residency
The licence unlocks immigration. The establishment card comes first, then entry permit, medical, Emirates ID and visa stamping — most of which need you in the country.

- The issued trade licence and establishment card
- Travel dates you can actually keep, since medical and Emirates ID are in person
- Any nationality-specific documents the authority requires
What breaks it
- Booking travel before the licence issues, which strands you waiting
- Medical and Emirates ID appointment availability, which no authority guarantees
- Dependant applications started before the primary residency is complete

Residency runs after the licence, not alongside it. Plan the trip around the immigration steps, not the licence date.
FAQ
Can I do all of this without coming to the UAE?
You can usually get to a licence remotely. Residency is different — the medical and Emirates ID steps are in person, so at least one trip is normally unavoidable.
Why do quoted timelines vary so much between zones?
Because they measure different things. Some authorities quote issuance from a complete, paid file; others quote the whole formation. We label which is which on each zone guide and link the source.
What most often delays a setup?
A third-party approval attached to the activity, and documents that arrive unattested. Both are visible before you file, which is why the activity choice comes first.
