Saudi founders often use a UAE company as a second GCC base, entering without a visa and practising most commercial activities under GCC national treatment.

Documents to prepare

- Saudi passport and national ID card; confirm which one the licensing authority wants for shareholder filings
- Saudi Commercial Registration extract and constitutional documents if a Saudi company will be the shareholder
- Saudi-issued documents: attestation by the Saudi Ministry of Foreign Affairs, then digital attestation through the UAE Embassy in Riyadh, which returns the document certified by both the embassy and UAE MOFA. The original physical document is required.

Travel and sequencing
GCC citizens do not need a visa, permit or sponsor to enter the UAE and can present a GCC passport or national ID card at the airport. A GCC national employed in the UAE private sector can start work once the MoHRE work permit is issued, without a residence visa, and GCC nationals can apply for an Emirates ID. Saudi residents who hold another nationality follow the entry rules for that passport.

Country-specific checks
Saudi citizens benefit from the GCC-citizen entry exemption: GCC citizens do not need an entry visa to enter the UAE. Living in Saudi Arabia with a non-GCC passport is a different case. The entry exemption does not itself establish permission to practise a licensed activity.

FAQ
Does a Saudi national need a UAE residence visa to live or work in the UAE?
Not for private-sector employment: under Cabinet Resolution No. 292 of 2015, a GCC national can start work once the employer obtains the MoHRE work permit, without a residence visa. GCC nationals can apply for an Emirates ID through ICP. If you will own the company rather than be employed by it, confirm the registration steps with the licensing authority.
Can a Saudi national own a UAE company outright?
Cabinet Resolution No. 23 of 2024 permits GCC nationals to practise economic activities in the UAE under GCC national treatment, except Hajj and Umrah services, exclusive commercial agency services and fisheries services. Confirm how the chosen authority applies this to your legal form and activity.
