Route and permissions
For a facility under Dubai Health Authority, first apply through Sheryan for a New Facility License. Prepare the owners’ identity documents, engineering layout and facility proposal. DHA says the trade licence may be supplied if available at this stage. The resulting facility licence is inactive: activate it before starting clinical operations, and arrange the separate professional permissions for the people delivering care.
A healthcare-management company is not automatically authorised to treat patients. Confirm the facility type, clinical specialties and telehealth permissions with DHA for the proposed service.
What still needs confirmation
This is the DHA route, not an Abu Dhabi DoH route or an assertion about every special healthcare jurisdiction. No telehealth-only exemption, complete inspection checklist or all-in clinic budget is verified.
