Plan the kitchen and premises before fit-out. Dubai Municipality requires approval of a food establishment’s design layout before construction, to activate the trade licence and start licensed food activities. The Municipality also provides food-activity permit and food-item assessment services. Use the requirements for the actual food operation, including food transport and delivery where relevant.
A restaurant-management activity is not evidence that a company may operate a restaurant. For a cloud kitchen, confirm who holds the food-establishment permission and how the proposed brand/operator uses the premises; a shared kitchen does not establish an approval exemption.

No verified universal restaurant/cloud-kitchen minimum area, fit-out price, all-in licence cost or complete launch timeline. The second paragraph is a practical confirmation step, not a claim that an approval has been granted.
