Dubai Municipality offers a public-health-and-safety activity NOC after interior-layout approval and publishes dedicated salon/barbershop/beauty compliance guidance. Home salon services have separate guidance. Match the service menu to the appropriate requirements rather than assuming a salon licence covers every cosmetic treatment.
What still needs confirmation
Do not use the separate “Ideal Salon” quality-improvement guide as the mandatory minimum licensing standard. Treatment-specific medical permissions remain a separate confirmation step.
