Route and permissions
A Dubai training institute needs KHDA’s educational-services permit alongside its economic licence. Obtain trade-name reservation and initial approval from the relevant licensing authority, prepare course descriptions, and obtain awarding-body or specialist-regulator approvals where applicable. KHDA’s initial approval lasts six months; submit the commercial-licence details to complete the educational permit.
For individual private tutoring, confirm the current permit and category-specific documents directly with MOHRE. An institute permit and an individual tutoring permit are different routes.

The current KHDA page supports the institute sequence. The MOHRE service page timed out; publish the regulator pointer but leave a complete tutor document checklist and detailed eligibility pending direct confirmation. Do not translate KHDA’s fee bands into a total business setup price.
