Separate flight-ticket agency work from tour operation and other travel services before applying. Dubai Civil Aviation Authority provides permits for aviation-related activities and its current consumer-welfare framework covers licensed travel agents. Confirm the permission attached to the exact service being sold; an approval for one travel activity does not establish approval for every tourism business.
